with the demands of removal of the BJP government in Gujrat ,=20
prosecution of Narendra Modi and proper relief to the affected.
All of us would be meeting on 27 th May,2002 at 6 pm at among=20
Ghalib ki Mazar at Nizamuddin [New Delhi] where eminent poets and=20
writers from all languages would recite Wali's and Ghalib's poetry=20
and many of their own .
A symbolic structure of Wali's Mazar would also be unveiled there.

We have started a petition to call for a removal of the unjust ban on the
film MATIR MOINA, the first Bangladeshi film to be invited to Cannes
Festival Directors' Fortnight. The Bangladesh Censor Board claims the ban
was done to protect "religious sentiments".

PETITION: Remove the ban on MATIR MOINA

The Bangladesh Film Censor Board (FCB) has=20
refused to issue a censor
certificate to the film MATIR MOINA (Clay=20
Bird). This ruling overturns the
earlier decision by the FCB (which is a=20
division of the Ministry of
Information) to issue an 'uncut' certificate to=20
the film. In a letter to
the director Tareque Masud, the FCB said the=20
film should not be projected
in
public as it contains "religiously sensitive" materi=
al.

This decision comes as a great surprise to=20
those who have seen the film.
The
nation's leading newspaper Daily Star called it=20
a "sensitive portrayal of a
multi-cultural and multi-religious Bangladesh".=20
The film is set against the
historical backdrop of Bangladesh's 1971=20
liberation war in which 3 million
people were killed by the Pakistan army. The=20
lead character is a madrassah
(Islamic religious school) student and is based=20
on the personal experiences
of the director Tareque Masud. Mr. Masud is a=20
former madrassah student and
said in a newspaper interview, "I made the=20
movie as a fellow Muslim and
wanted to inform people about the life in a=20
madrassah that has both strict
and liberal teachers=8A As a former madrassah=20
student, I have portrayed not
only the religious tolerance and=20
broadmindedness of Bangladeshi society but
also a positive, credible and objective picture=20
of the country against the
negative propaganda of western media about=20
madrassahs" (Daily Star).

Expressing surprise at the decision, the Daily=20
Star newspaper wrote in an
editorial: "Given that the film depicts=20
madrassah education in a very
sensitive light and presents the=20
socio-religious contradictions in any
society trying to adjust to the modern world,=20
one is left wondering what
caused the ire of the censors. In fact the film=20
takes a very sympathetic
view of madrassah education which contrasts=20
radically with Western depiction
of Muslim religious education in such institutions."

The FCB's decision comes at a time when the=20
film is receiving attention all
over the world and creating a positive image=20
for Bangladesh. MATIR MOINA
was selected as the opening film for the=20
prestigious Directors Fortnight
section of the Cannes Film Festival. This is=20
the first time a Bangladeshi
film has been included in this world-renowned=20
festival. On May 16th, the
film's premiere received a standing ovation at=20
Cannes. Responding to public
demand, the festival organizers added three=20
special screenings of the film.
On May 17th, the film was released in France=20
nationwide by the French
distributor MK2=20
(http://www.mk2.com/oiseau_argile/index.html). MK2 is an
internationally renowned distribution house and=20
is responsible for bringing
the Iranian films of Abbas Kiarostami to a=20
global audience. Variety, the
leading newspaper of the US film industry,=20
called MATIR MOINA an,
"accomplished, emotionally involving film-an=20
intimately observed story of
divisions within a family that reflect the=20
wider clash between moderate and
extremist views."

In an interview with the Daily Star, Tareque=20
Masud said, "(it is) a good
opportunity to project a different image of=20
Bangladesh. I hope that the
film's selection will also inspire my fellow=20
film-makers, particularly the
younger generation, to strive for a better=20
cinema and to try to bring our
vision of our rich culture and heritage to the=20
rest of the world."

MATIR MOINA provides a nuanced and subtle view=20
of Islam, rather than the
stereotypical Islam-bashing of western media.=20
We believe the FCB of
Bangladesh has committed a grave error by=20
banning this film. This action
will only give ammunition to those who portray=20
Islamic culture as rigid and
unyielding. Rather than protecting religious=20
sentiments, the ban will only
stifle open discussion and progressive change.=20
We urge the FCB to
reconsider their decision and give the film the=20
censorship clearance
necessary for its domestic release in Bangladesh.

Tharoor's Riot kicks up a controversy in NY

It's cold in New York just now, but the temperature is expected to
spike sharply upwards later this evening -- around 6.30 pm, to be
exact.

That is when senior New York official and author Shashi Tharoor
will arrive at the Swayduck Auditorium (65 Fifth Avenue) for a
staged reading from his latest novel, Riot.

The reading, organised by Ms Aroon Shivdasani, Executive Director
of the Indo American Arts Council and World Policy Institute, will
also feature senior Wall Street Journal editor Tunku Varadarajan
and actresses Shabhana Azmi and Madhur Jaffrey.

Thus far, there is nothing to set this event apart from the dozens
of readings, staged or spontaneous, that are part of New York's
weekly cultural calendar. But there is a catch -- and his name is
Narain Kataria.

Kataria owes allegiance to the Hindu Swayamsevak Sangh -- which is
the Americanised version of the Rashtriya Swayamsevak Sangh. A
week ahead of the event, desi mailboxes across the US have been
swamped with a letter from Kataria which is, to use the mildest
adjective, vitriolic.

Warning readers of the 'danger to the country', Kataria in a
reference to Tharoor says he has 'done more damage to Hindu
society and India than Pakistan by publishing anti-Hindu and anti-
Indian articles in mainstream media'.

But the bulk of the venom is reserved for Ms Azmi -- a 'notorious
woman with a soft corner for Islamic militants and Talibans'
(sic!).

Azmi, Kataria says, condemned the American attack on Afghanistan,
attempted to block passage of the Prevention of Terrorism
Ordinance in Parliament, 'hobnobs with followers of Lenin and
Stalin', 'suffers from Hindu phobia and needs urgent
counselling'...

To cut a sorry story short, Kataria's diatribe ends with an
exhortation to all recipients to take part in a 'boisterous
demonstration' against Azmi, a 'dangerous woman with potential to
create trouble in the society'.

Almost immediately thereafter, came two mails -- one from Ms
Shivdasani, politely setting forth the fact that the IAAC is a non-
profit, non-partisan outfit aimed at building awareness of Indian
artistic disciplines in North America, that the organisation
raises funds for various India-centric causes such as the Gujarat
earthquake, and that Ms Azmi is arriving in NY as the IAAC's
guest.

Another email -- again from the organisers, but this one unsigned -
- critiqued Kataria's original email, pointing out factual
inaccuracies (Ms Azmi has not acted in the film Earth, as Kataria
says, to cite one instance), and refutes allegations relating to
the actress's alleged pro-Islam leanings.

And finally, two days before the event proper, came the third and
last email in the series -- this one unsigned, but with what looks
like the entire list of Indians in America in the 'To' box.

Challenging Kataria's statements with reference to Shabhana Azmi,
the mail calls for a counter-demonstration and says: "It is
crucially important to tell the truth about what has happened in
Gujarat, even as the Hindu Right tries to obfuscate the issue."

A bemused Tharoor told rediff.com that the event, being a sell out
(Entrance fee: $10), could have done without the publicity.

"Shabana is a Member of Parliament and is able to take care of
herself. But me? You know my work. These guys haven't read a word
I've written and have no idea what I really stand for -- a
pluralist, democratic India of which all Indians (and Indian-
Americans) can be proud," Tharoor says.

"I should laugh at their descriptions of me as a 'communist' when
I was probably the Swatantra Party's only supporter in Delhi in
those 'consensually' socialist days of the early 1970s.

"But I don't think these ignorant hatemongers should be allowed to
spread, without refutation, this venomous and inaccurate
characterisation of me and my writings in their emails. Can anyone
point to one single anti-Hindu or anti-Indian thing I have ever
published?" Tharoor asks.

"I've received many letters regarding this event, and you can make
out by reading them that none of them (the writers) have read the
book," says Ms Shivdasani.

"I find that fundamentalists, whether Hindus or Muslims, often get
carried away by emotions and do not look at the facts."

Tunku Varadarajan, the most high profile Indian journalist in the
mainstream American press, was more outspoken.

"Hindu culture by its very nature has no need for guardians of any
kind, especially self-styled ones," Varadarajan said, adding that
in his view, this kind of hate-mongering was the product of
a 'combination of hatred and ignorance', and an inability
to 'understand the gentler essences of Hinduism'.

Arguing that the likes of Kataria should be ignored as much as
possible, Varadarajan says that far from being patriotic Indians,
such are actually Hindu separatists.

"I say that as an unabashed Hindu: Hands off my religion, I say to
them."

When the controversy broke, Ms Azmi was en route to New York. "I
spoke with her, and told her about this," says Ms Shivdasani. "She
told me not to worry, that she intends to come for the reading,
and that she can 'handle the situation'."

Ms Azmi arrived in New York on Monday night.

Report on MIT meeting "We have no orders to save you: State=20
participation and Complicity in Communal Violence in Gujarat."

The South Asia Forum at MIT and the Alliance for a Secular and=20
Democratic South Asia organized a discussion on "State Participation=20
and Complicity in Communal Violence in Gujarat" with Harsh Mandar=20
(the IAS officer who has submitted his resignation in the aftermath=20
of the Gujarat carnage) and Smita Narula (author of the Human Rights=20
Watch Report on Gujarat) on Saturday, May 18 at M.I.T. The meeting=20
was co-sponsored by Association for India's Development, MIT chapter;=20
SANGAM, the Indian students=92 organization at MIT; and the Human=20
Rights Program at MIT.

Gravely and haltingly, Mr. Mandar described the bestiality and=20
depravity of the planned attacks on Muslims, especially women and=20
children. He recounted the active role of the state machinery in=20
propagating the violence with policemen handing over kerosine to the=20
perpetrators of the carnage and herding people seeking protection=20
from them into the hands of the waiting mob. He described the=20
ruthlessly planned operations by the mobs who came armed with gas=20
cylinders and weapons and went on a systematic rampage against the=20
Muslims. And he described the death of humanity in Gujarat where=20
middle class women laughed as they made molotov cocktails for their=20
men and as the city of Ahmedabad burned in the background.

The eerie normalcy of Ahmedabad in the wake of the carnage, Mr.=20
Mandar contended, attests to the criminal apathy of the majority of=20
its citizens. However, he suggested that it would be wrong for us to=20
assign some kind of pathological cruelty to Gujarati men and women.=20
The same violence could occur, he said anywhere, if the circumstances=20
were repeated. Anti-Muslim feeling has been quite thoroughly=20
mainstreamed. The failure of secularism has been the failure of the=20
older generation to capture and inspire the minds and hearts of young=20
people.

Mr. Mandar attributed much of the apathy and even support that the=20
BJP and its communalist politics receives from younger people to the=20
failure of progressive secular movements. He suggested that a whole=20
generation of youth has grown up never having witnessed a social=20
movement aimed at social change and betterment. The only movement=20
that has had any success has been the Hindutva movement.

And yet Mr. Mandar reiterated his faith in the ordinary people of=20
India. He stressed the courageous stance of secular organizations and=20
individuals and their sustained resistance to the heinous ideology of=20
the Hindutva forces.

Ms. Narula described the desperate condition of the relief camps and=20
the callous indifference of the government to the plight of the=20
victims. It seems for many the only safe havens are the graveyards=20
where the victims feel a sense of solace amongst their dead=20
ancestors. Abandoned by the city and the mainstream NGOs such as=20
SEWA, the camp function by the sheer tenacity and courage of Muslim=20
voluntary groups and a few other organizations such as the Citizen's=20
Initiative, a conglomeration of some 30 NGOs. Every day new fear=20
grips the residents of the camps as young Muslim men continue to be=20
picked up and detained by the police on false charges, while the=20
known perpetrators of the carnage are released from custody with all=20
charges dropped or are freed on bail with reduced charges.

About 75 people attended the meeting. Although many in the audience=20
seemed familiar with the situation in Gujarat, the personal=20
testimonies of Mr. Mandar and Ms. Narula left the audience visibly=20
shaken. Many spoke of the prejudice that had permeated their own=20
middle class Hindu families and vowed to challenge communal ideology=20
at every instance. Some spoke of the moves already afoot to organize=20
large demonstrations in New York and New Jersey in the coming months.=20
And some stressed the need to conduct many such small meetings with=20
South Asian communities in the greater Boston region.

All of us also pledged to redouble our efforts for fundraising for=20
Gujarat relief.

Gujarat Carnage- Upsurge or Shame

Close on the heels of Ashok Singhals statement that Gujarat incidents are
an awakening of (May 13,2002) Hindu society, Giriraj Kishore, another
heavyweight RSS-VHP leader went on to reaffirm the same formulation.
According to the latest thinking in the Sangh stable, now Hindus will not
be cowed down anymore and VHP will spread the awareness of this among
Hindu masses. While the political outfit of Sangh will not openly endorse
this stand for electoral reasons, it is more than clear that there is
celebration in the Sangh Parivar for the achievements of the Parivar in
Gujarat.

The events though, recent do need a brief recapitulation. In the wake of
failure of response to Ram Temple campaign and the successive electoral
defeats, Godhra tragedy provided the best pretext to the warriors of
Hindutva for unleashing genocide of Muslims in Gujarat. As the events took
place most of the reports have indicated that Godhra was NOT handiwork of
International Islamic terrorism through ISI and local Muslins but was an
inexcusable response to the incitement of the returning Kar (no! Ram)
Sevaks who maltreated the Muslim vendors on the Godhra platform and also
picked up a young girl. Even before the Nation could register the ghastly
tragedy the Sangh Parivar machinery, as they were ready to respond right
in advance, came in to action and by now the violence with a difference
has made several firsts in the history of communal violence. It has been
the first major riot where apart from the targeting of poor sections, even
the affluent Muslims have been meted with the newly developed techniques
of dealing with anti-Nationals. Total elimination of Muslim business,
ingenious use of Gas cylinders, which were kept in readiness and the role
of state Govt. in giving total and unconditional assistance to the rioters
combined with the blocking the relief work and ensuring that
rehabilitation work is sabotaged has been utterly shameful. So far in the
communal violence the ratio of Muslims has been rising. Before Gujarat it
stood at 80% of riot victims being Muslims. This carnage changes this
ratio a great deal. So severe has been the mayhem and violation of Human
rights of Muslims in general and women in particular, that even the
European bodies could not but comment adversely about this.

The violence was implemented in a very efficient manner. While the higher
ups in the Govt. provided umbrella, their acts of commission and more so,
omission laid the foundation for the violence assuming the shape of
Genocide without any shadow of doubt. The upper caste/class coordinators
did not too much dirty their hands with the blood and other gory acts as
they successfully recruited the unemployed, lumens, dalits and Adivisis to
do the dirty job on their behalf. While BJP is talking of elections and
planning to fish for votes in the rivers of blood, other children of RSS
are engaged in deepening the divide between different communities. They
are further communalizing the Gujarat society and the radiation of this
communalization is reaching other places as well. The process of organic
transformation, the slow insidious process of spreading hate towards
minorities is reaching newer dumps.

And this is what is being described as upsurge or reawakening of Hindu
society! The silence of the majority is being projected as their approval
of the politics unleashed by RSS and its progeny. Does Sangh Parivar
represent Hindu society? RSS has been around from last seven decades or
so. Hindu Mahasabha came up a century ago and went through a decline after
independence. During freedom struggle most of the Hindus, like most of the
Muslims, Christians, Sikhs etc. supported the vision and values of Indian
National Congress. Most of the Hindus stood for Secular democratic India.
RSS was just a body of handful volunteers, which neither participated in
freedom struggles, nor had a substantial following amongst Hindus. Barring
small sections of upper caste, Brahmin Bania and other anglophile sections
nobody gave it any approval. Hindu Mahasabha did enter electoral battles
against Congress, propagating its concept of Hindu Rashtra but it did not
get any electoral support and at the best of times its support base did
not go beyond a percent or two of the total votes polled. Same was the
fate of other side of the coin of communal politics, Muslim League, which
peaked its performance at 6%, while the Muslim population was 25%.

Even after independence, while Muslim League went into oblivion with
migration of affluent Muslims to Pakistan, Bharatiya Janasangh came up to
carry on the agenda of Hindu Mahasabha. Most of the Hindus rejected it.
Its newer edition BJP also kept putting forward one or the other deceit in
the name of its agenda, from Gandhian Socialism to Hindu Rashtra. But
despite it leading the Babri demolition squad and the regular communal
onslaught against Muslims its electoral base has not gone beyond 25% or so
in a country where 85% are supposed to be Hindus. There is no question of
accepting Sangh Parivar assertion that it represents Hindus. Any criticism
of Sangh Parivar is projected as being anti-Hindu. In no way are these
worshippers of violence representatives or spokesmen of Hindus.

Hinduism has multiple traditions. The Upper caste, Brahminical values are
put together in Manusmirti. The Lower caste, Shramanic traditions have
expressed themselves in the streams represented by Charvak, Shiava,
Tantra, Kabir and innumerable local Saint traditions. These synthesized
the aspirations of low caste and were in a way polar opposite of the
Brahminical values. Closer in time starting with Jotiba Phule, who was a
great champion of education for low caste and women, his efforts were
ridiculed by the elite by saying that the taking of education to Shudras
and women is a sign of coming of Kalyug (Dark Era as per Hindu
scriptures). Also efforts of Raja Rammohan Roy to eliminate Sati and other
vices from the society did not find approval amongst the upper
conservative sections. Forget of those times of 19th century, even in late
20th century in the wake of Roop Kanwars Sati, BJP (its vice president
Vijaya Raje Shinde) defended the right and glorious tradition of Hindu
women committing Sati.

Later Gandhi brought in a fresh and unique interpretation to Hinduism as
the tolerant, all embracing positive concept. Hindu Mahasabha and RSS
combine, for whom Hinduism is pure and simple Brahminism in a newer garb
of modern language, opposed his interpretation. Gandhi murder symbolized
the clash of two concepts of Hinduism. The elite, intolerant, violent
Hinduism of Hindu Mahasabha-RSS was in a way symbolized in the person of
Godse. This Hindutva definition of Hinduism is based on negative notions
and is linked to land (all those who worship this land as Holy land and
Father land) rather then values. This concept cultivated itself on hatred
of Muslims and Christians. For Gandhi Hinduism was an embodiment of
personal beliefs which respect other religions as well. So his Hinduism
was incomplete without drawing form the humanism of other religions.
Clearly most of the Hindus opted for the positive and Humane Hinduism of
Gandhi than the hate filled and violent Hinduism of Hindu Mahasabha-RSS.

In the scenario of social transformation, Ambedkar opted out of Hinduism
due to its identification with Brahminism. The process of transformation
has got halted in last two decades, and the retrograde Hinduism of RSS has
been trying to occupy social space by default. Since the majority of
Hindus are quiet and not taking on the aggressive Hindusim of Sangh
Parivar, it is trying to create an impression that its Hinduism is THE
Hinduism and it is the spokesperson of Hindus. Both these formulations are
flawed and fraught with danger to the Indian society as a whole and to
Hindus in particular. Attempt is being made to stifle and strangulate the
Hinduism of Saint traditions and Gandhi.

Surely it this vision of Hinduism which has a broad acceptability amongst
Hindus in general. RSS Hinduism gloats over the destructive acts like
Babri demolition as Hindu Shaurya Divas, Gujarat carnage as a resurgence
of Hindus. It has also in its kitty murder of Mahatma Gandhi and burning
of Pastor Stains, the acts that many a supporters of Hindutva politics
privately celebrate. In contrast most of the Hindus consider these as the
black marks on the face of Hindu society. To each ones own Hinduism,
Gandhis or Godses. It also has a lesson for the majority of Hindus, what
happens when you let the aggressive politics to appropriate your religion,
what shame it can bring to them. Only a deeper introspection and speaking
up for the Hinduism of Gandhi and Saints can restore the dignity to Non
Brahminical Hinduism, which it should try to retrieve to save itself from
the imminent extinction in the hands of Sangh Parivar.

Gujarat govt fails to file report to NHRC

The Gujarat government has failed to file a comprehensive report on=20
communal riots in the state to the National Human Rights Commission=20
even after the expiry of two-three days extension sought by it.

The NHRC had given time till May 15 to Gujarat government to file its=20
response to the Commission's 'confidential' observations on the=20
situation leading to riots in the state.

However, the state government sought 2-3 days extra time to file the=20
same, NHRC sources said.

"A specific reply was sought to this (confidential) report to enable=20
further consideration of the matter in view of the allegations made=20
which are mentioned in that report," the NHRC had said.

The state government has failed to even abide by the timeframe it had=20
asked for, the sources said.

CNDP CRIES HALT TO PRO-WAR CAMPAIGN

The Coalition for Nuclear Disarmament and Peace (CNDP) is deeply concerned
at the campaign unleashed in India for a 'full-scale war' with Pakistan and
the attempts at projecting a 'national consensus' in favour of such a war.

Resort to such a war to settle disputes between two nuclear-weapons states
is a far from readily acceptable option. It is all the more so in view of
the nuclear-weapon capability acquired by both India and Pakistan in the
last four years and the fact that neither has ruled out the use of nuclear
weapons against the other. The acquisition of nuclear weapons by them has
only been followed by the deterioration of both internal and external
security in both countries. The government of no nuclear-weapon state can
be given a carte-blanche in this regard and authorised to take "any action"
in the name of fighting terrorism.=20

While condemning strongly the latest terrorist attacks in Jammu and

from their common border and to launch a dialogue to resolve all
outstanding issues.
