1. INDIA: COMMISSION APPOINTED IN STALKGATE BY NARENDRA MODI – ANOTHER ATTEMPT TO WHITEWASH HIS OWN GUILT
by Mukul Sinha
=========================================
In the political history of India, a very potent weapon in the hands of the ruling party is the appointment of Judicial Commissions under the Commissions of Enquiry Act. It is the safest method to dilate the entire issue at hand or get a favourable report to claim a clean chit. The Godhra Commission headed by Justice Nanavati is a glaring illustration of this fact. Appointed in March 2002, for enquiring into the train burning incident at Godhra and the violence that followed, the Commission (...)

2. INDIA: SEGREGATION IN HOUSING AND GHETTOISATION OF CITIES
by Sanjay Hegde
=========================================
Segregation in housing, is a problem which will not immediately disappear even with legislation. Continuing with the status- quo, however is no longer an option for a modern India. It is time to legislatively outlaw, bye- laws that exclude on grounds of religion, caste or dietary preference. The National Commission of Minorities would also do well to look into the problem and contemplate both the legislative and the judicial options.

3. INDIA: SAHEB IS WATCHING - QUESTIONS RE THE ILLEGAL SURVEILLANCE IN GUJARAT
Articles by Amit Baruah and by Saba Naqvi and Illustration by unknown.
=========================================
"Why was taxpayers’ money being used to set the Gujarat police to tail a woman who obviously had no criminal intent? And now that the scandal has already played out for a week, let us ask the more profound question: how can a PM candidate in the world’s largest democracy feel he need not answer such questions, or instruct his Man Friday Amit Shah to do so?"

4. REVIEW: WANCHOO ON NAIR’S CHANGING HOMELANDS
=========================================
Neeti Nair has written a comprehensive and complex history of the Punjabi Hindus in the first half of the twentieth century. Changing Homelands begins by tracing the rise of communalism in the 1920s and ends with partition in the 1940s.

6. DAVID BUCK. REVIEW OF LEESE, DANIEL, MAO CULT: RHETORIC AND RITUAL IN CHINA'S CULTURAL REVOLUTION
=========================================
Leese pays special attention to the 1966-68 period to show how the exact phrases glorifying Mao became closely defined during those years, producing a “peak of language formalization and the near-merging of public and private speech” (p. 181). The cult encouraged various rituals, including daily morning and evening pledges to Mao, loyalty dances, and what Leese calls the bewildering “episode of worshipping mangos” (p. 223). This refers to nationwide fascination with mangoes as a symbol of Mao's favor following Mao's gift of mangos to a propaganda team attempting to reestablish order at Qinghua University in Beijing in July 1968.

7. UK: RESCIND ENDORSEMENT OF SEX SEGREGATION AT UK UNIVERSITIES! OPEN LETTER
=========================================
We the undersigned condemn the endorsement of gender apartheid by Universities UK and others. Any form of segregation, whether by race, sex or otherwise is discriminatory. Separate is never equal and segregation is never applied to those who are considered equal. By justifying segregation, Universities UK sides with Islamist values at the expense of the many Muslims and others who oppose sex apartheid and demand equality between women and men.

8. INDIA: ON GROWING KHAP - HINDUTVA NEXUS IN MUZAFFARNAGAR
by Archana Prasad
=========================================
THE breakout of fresh riots in Muzaffarnagar on October 30, 2013 has once again revealed the open alliance between right wing conservative social structures and Hindutva in the current day political scenario. Though this alliance is not new and has not developed suddenly, the Muzaffarnagar riots showcase its political divisiveness and potency which is borne out of the caste, class and Hindutva nexus. This interrelationship is leading to the communalisation of caste and class politics itself, a factor that has the potential to influence the outcome of the upcoming general elections.

by Irfan Husain
=========================================
WHEN we read about Hakeemullah Mehsud's death by drone, some accounts of his final moments mentioned that he was at the gate of his lavish mansion in North Waziristan. Nobody speculated on how this house was paid for, but my guess would be that the money came from Karachi: over the years, the city has become a giant ATM for the Taliban. Instead of plastic cards, however, these terrorists use Kalashnikovs.

15. INDIA: SWIFTER PUNISHMENT FOR JUDGES, JURIES AND JOURNALISTS IN CASE OF SEXUAL OFFENCE
by Mukul Sinha
=========================================
In all cases of sexual offence, the media has carried out sustained campaigns and very rightly so to punish the accused. When a member of the same profession gets into the accused box, the punishment should be swift and exemplary. The same yardstick should apply to the member of the judiciary, the legal professional and the police, specially the judiciary since they have handed over extreme punishments of death in rape/murder cases.

19. BOOK REVIEW BY VASANT KAIWAR ON URS APP, THE BIRTH OF ORIENTALISM
=========================================
The 'central thesis' of Urs Apps book is that the birth of 'modern' Orientalism was deeply linked to Europe's 'discovery of Asian religions'. He challenges the view that modern Orientalism originated with Western imperialism or colonialism, a view sometimes associated with the work of Edward Said (Orientalism, 1978) instead tracing its gradual evolution, as it were, to a period from the late 17th century to the early 19th century, before the high noon of Western imperialism in Asia (pp. xi, xiii). The upshot of the inquiries of the progenitors of modern Orientalism was ultimately to undermine the Bible-based worldview and historical chronology that drew on the Old Testament (the Hebrew Bible), a worldview and chronology that App informs us was still widely accepted even in the 19th century.

22. PAKISTAN: WHOSE LAND IS THIS?
by Zubeida Mustafa
=========================================
Mr Abid Hasan Minto, president of the Awami Workers' Party, has done well to go before the Supreme Court to challenge the 1990 judgement of the Federal Shariat Court's appellate bench declaring land reforms to be un-Islamic. After that judgement it became fashionable to pronounce the demise of feudalism in Pakistan. Some economists of repute challenged leftist views on the subject. It was widely propagated that Pakistan is no more an agrarian economy. It was also said that the country was urbanising fast and the rural-urban divide was not sharply delineated any more.

24. INDIA: THE GUJARAT MODEL OF STALKING
by Sampath G
=========================================
The state acquires its legitimacy from the social contract it enjoys with its subjects. It is obligated to function as the protector of the citizens' rights. This is the basis for the monopoly it enjoys over the use of force, and the allied apparatuses of repression and control, including surveillance. But what recourse does the citizen have to protect herself from the state when it abuses its monopolistic command over these resources and technologies?

25. VOICES FOR PEACE, EDITORIAL, KASHMIR TIMES
=========================================
A news report by BBC detailing the campaign by women of Neelam valley in Pakistan Administered Kashmir against militants and border crossings is a reflection of two things. One of the inevitable vulnerability of the people sandwiched between the two armies on the two sides of the Line of Control and the unpredictability of situation with the added woes of non state actors wielding the gun. Second, is their unmistakable quest for peace which does not come easily their way and if it does, it comes without the sustainability factor. People living on the borders, unwilling participants in the eyeball to eyeball tensions that often turn into violent hostilities, bear the worst brunt of the border confrontations and would naturally have a great deal of vested interest in ensuring peace.

29. USA: BIPARTISAN HOUSE RESOLUTION PRAISES INDIA'S DIVERSITY, DECRIES THE ROLE OF MODI AND SECTARIAN FORCES IN ERODING RELIGIOUS FREEDOM
=========================================
Coalition Against Genocide (CAG - http://coalitionagainstgenocide.org/), a broad alliance dedicated to justice and accountability for the Gujarat pogrom of 2002, today welcomed the introduction of a bipartisan resolution in the US House of Representatives. The resolution praises India's "rich religious diversity and commitment to tolerance and equality," while raising concerns over the erosion of religious freedom. The resolution also highlights the role of Mr. Narendra Modi in the orchestrated violence and the continuing denial of justice to the victims of the 2002 pogroms.

30. NYRB: WHICH INDIA MATTERS?
by Pankaj Mishra
=========================================
“India today,” the historian Ramachandra Guha writes, “is an environmental basket-case; marked by polluted skies, dead rivers, falling water-tables, ever-increasing amounts of untreated wastes, disappearing forests.”22 Meanwhile, as Sen and Drèze write, the largely corporate-owned media, deeply indifferent to poverty and inequality, and reflexively intolerant of any remedial action by the government, produce “an unreal picture of the lives of Indians in general” by celebrating the fame and wealth of billionaires and cricket and Bollywood stars.

31. INDIA: THE MANY AVATARS OF ASARAM BAPU / THE ASARAMS AROUND US
by Garga Chatterjee
=========================================
The way the likes of Asaram Bapu and other ‘godmen' have allegedly taken sexual advantage of the iniquitous power dynamic they had with their ‘disciples' makes any consent in their acts questionable. Especially in the case of Asaram Bapu, the image of this man with ‘fans' and disciples half his age or even less has evoked widespread revulsion from disciples and non-disciples alike. What Asaram preaches cannot be separated from what Asaram does. Can we extend these criteria to others? Which other people get away by taking advantage of iniquitous power dynamics?

Among the many bizarre White House conversations between President Richard Nixon and his national security adviser Henry Kissinger that Gary Bass cites in his devastating account of America's role in the creation of Bangladesh, a particularly wrenching one took place in April 1971, a little over two weeks into an onslaught by the Pakistani military upon its own citizens.

35. INDIA: STATEMENT BY WOMEN'S GROUPS CONDEMN ANTI-WOMEN SNOOPING BY THE GUJARAT GOVERNMENT
=========================================
We strongly condemn the illegal, unconstitutional and essentially anti-women snooping conducted by the Gujarat government as revealed in the recent media expose'. We collectively demand that a CBI inquiry should be initiated in the case at the earliest as it concerns the future of our democracy and polity. The direct involvement of the opposition party's prime ministerial candidate in such brazen and fundamental violation of democratic rights and the party's shameless defence is totally unacceptable.

=========================================
(via Dilip Simeon's Blog)
What we in Meghalaya forget very easily is that even the Hill State Movement was not an exclusive Movement by the three tribes. It was a shared history because the All Party Hill Leaders' Conference (APHLC) under which banner the Movement was launched, also included non-tribals as members. The argument at the time was that genuine non-tribals whose antecedents date back to about three generations should be given a share of the fruits that accrue from a separate state. Alas! Today we neither respect history nor want to revisit it. And this is a dangerous precedence because history tends to repeat itself for those who refuse to learn from it

=========================================
Is the army happy now? When you play with fire and ride the dragon's back it's too much to hope that once you try to get down the fire will not scorch you. For 30 years the army has played at ‘jihad' and held in a tight embrace elements like the Jamaat-e-Islami, considering them as knights of the faith, ghazis of Islam. Now these same elements have bitten the hand that has fed them for so long.

CAG has learned that the office of Rep. The "Cease and Desist" Notice seeks immediate cessation of all activities to promote the Modi broadcast in the name of Congresswoman Rodgers and the House Republican Conference. Even as the office of Rep. Rodgers issued the "Cease and Desist", other Republicans namely Congressman Sessions moved swiftly to put a distance between themselves and the Modi broadcast.
